Refurbishment and Pre-demolition survey
Formerly type 3 asbestos survey
Formerly called Type 3, the Refurbishment and Demolition Survey is necessary prior to any work which alters the internal structure of any area, known (via the asbestos management survey) to contain asbestos containing materials (ACMs).
This type of survey is used to locate and describe, as far as reasonably practicable, all ACMs within the building or area which can or may be affected during the proposed works. The survey will be intrusive and involve a degree of intrisive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach.
It should be undertaken by a UKAS approved surveying company. In addition, the surveying company should be independent from any removal contractor for obvious reasons (i.e. the potential of increased asbestos volumes and costs, which may be based on exaggerated ACMs estimates and the unnecessary removal of the asbestos).
Furthermore, it can be a vital requirement to undertake a Refurbishment and Demolition Survey prior to allowing any contractors and tradesmen to commence works. It therefore should be included as part of the works programme, as it will require time to make the surveyor arrangements, conduct the survey, carry out the sample analysis and then issue the report. All of this may ultimately affect the works programme and Risk and Method Statement of the contractors.
Upon completion of the works, and the authorised removal of any asbestos, it is important to undertake asbestos air monitoring before permission can be given for reoccupation of the area. The presence of microscopic fibres following the work must be established and confirmed as clear following works where there was known or presumed asbestos containing materials.
